The department’s 2009 annual report is in the draft stage and is
being reviewed for final approval and distribution.
The Volunteer Unit hosted the benefit dinner for RSVP Char Burns, where
it was a resounding success through generous citizens, co-workers and
friends of Char, along with numerous hours of blood & sweat equity on
behalf of the Volunteer Unit. Char did pass away on February 18th, with
her family at her bedside. In honoring Char’s wishes, a “Celebration of
Life” open house was conducted on February 25th in lieu of a funeral
service. Char will be deeply missed and fondly remembered by all from
the agency. The Volunteer unit logged over 309 hours of service for the
month, including over 20 residential property checks.
The Chaplains continued their monthly meetings and call-out rotation, to
ensure the ministerial needs of the staff and Walker citizens are
covered.
One cruiser was outfitted with the new e-crash and e-ticket software for
testing and evaluation. This technology allows an officer to utilize a
driver’s license card swipe to populate the necessary information to
complete a traffic citation or crash report. This technology will
greatly enhance the officers’ abilities to expedite the processes and
allow for quicker response to returning to patrol status verses
completing paperwork. This software was purchased through a
collaborative state grant, with the Kent County Sheriff’s Department,
allowing for advanced technological capabilities with the least impact
on the allocated budgeted monies.
This month we realized a significant drop in Retail Fraud incidents, as
noted in last month’s report where we reported an increase from the
prior month. This type of offense is somewhat cyclical, where
fluctuations are common without factual support. There also was an
increase in traffic crashes, which can be attributed to inclement
weather conditions. Thefts from motor vehicle incidents have continued
to decline as compared to this time last year.
Road patrol officers responded to a B&E of an unattached garage located
at a residence in the northern part of the city. The home owner stated
that he was a liquor salesman and his locked liquor cabinet with his
supplies was broken into. He suspected some employees he had that were
building a secure area in the garage for the supplies. Prior to the work
being done, the liquor was inventoried and locked up. None of the
workers ever had access to the supplies. Latent prints were located at
the scene. One latent print came back through AFIS with a match to one
of the workers that the home owner employed. The suspect denied
involvement, however his prints linked him to the crime scene and a
warrant was authorized.
On February 7, 2010 road patrol officers responded to the area in the
Chesterfield Heights neighborhood to set up a perimeter at the request
of Ottawa County Sheriff’s Department personnel who were investigating a
business B&E. They had a female in custody and a male fled on foot
toward the Walker area.
While units were searching the area, Walker dispatch received a 911 call
from a Walker resident who stated that there was an unknown male
intruder in her home. When officers arrived, he could not be located.
Next, the officers responded to a separate address nearby for a
“commotion” call. They arrived and the home’s occupants said that an
unknown male walked into their home and the attached garage. He was gone
before officers arrived. Area K-9 officers conducted a track that lasted
about an hour and the suspect was not located.
Interviews were conducted with the two sets of home owners and photo
line ups were shown to everyone separately. One home owner was able to
identify the suspect from the line up. The others could not ID the
suspect from the line up but gave enough information to conclude that it
was the same intruder at both houses. The suspect was the boyfriend of
the female suspect that Ottawa County had in custody. A one count
warrant for unlawful entry was authorized for the suspect in Walker and
another in Ottawa County. The Ottawa County warrant was due to several
B&E’s to businesses. The case was highlighted in the media. In addition,
one of the homes the suspect was tracked to briefly belonged to an
elected official in Walker.
Officers responded to a Walker apartment complex for a report of a
larceny from a motor vehicle in progress. Upon arrival an officer made
contact with two male suspects in the area. The two fled on foot and
ignored the officer’s repeated commands to stop. One juvenile suspect
was tracked by his shoe prints left in the snow. The property was
recovered and he was lodged at the Kent County Juvenile Detention. The
juvenile refused to cooperate with police and has an extensive juvenile
history with this department for MIP and being a habitual runaway. The
second suspect is still unknown, with additional investigations
continuing.
The investigation of an embezzlement which occurred at a financial
institution in Walker has been completed. This case involved an employee
who had access to night depositories. The employee stole several
deposits totaling approximately $13,000. Numerous investigative hours
and resources went into this case. Investigation revealed the identity
of the employee who subsequently confessed to the embezzlement. The case
was reviewed by the Kent County Prosecutor’s Office who authorized a
warrant charging the suspect with felony embezzlement.
There was a report of embezzlement at a local gas station. The employee
in this case would ring customers up at the cash register, take their
money, void out the transaction then take the money. The employee
confessed to the crime and has been charged with embezzlement.
A retail business in Walker was the victim of an embezzlement committed
by the driver of a delivery truck. While unloading the truck the suspect
would hide some of the merchandise in his coat. Investigation revealed
that the driver was responsible for stealing from several deliveries
throughout Michigan. The suspect confessed and has been charged with
embezzlement.
W received a criminal sexual conduct (CSC) complaint involving a 23 year
old female and her 14 year old victim niece was investigated. Initially,
the victim would not make a disclosure and the aunt consulted with an
attorney who advised her not to be interviewed. After further
investigation, the victim was again interviewed and made a disclosure.
The report is currently being reviewed by the prosecutor for a CSC 1st
charge.
We investigated a party where a large fight broke out and a female in
attendance received substantial injury to her teeth. The suspect was
located and interviewed. The Prosecutor reviewed and the case authorized
charges against the suspect with court still pending.
An investigation possible mistreatment is being conducted at a local
adult group home for mentally disabled persons. A resident, who is
unable to communicate due to deficiencies, was discovered to have
numerous bruises about the face, arms and torso, after a day trip away
from the home. The investigation is continuing.
We are investigating an 18 year old suspect who is accused of having
sexual contact with 13 and 14 yr old females. This same person and
situation was previously investigated by the Kent County Sheriff’s
Department in their jurisdiction but they were unable to obtain enough
information to prosecute. New information has surfaced and is actively
being reviewed.
A search warrant was obtained for an address in the city of Grand Rapids
searching for a marijuana growing operation. One hundred sixty one
plants were taken along with a large amount of “magic mushrooms.” A
vehicle and other property were seized. Due to the large amount of
plants found growing the case was turned over to the D.E.A. and the
suspect is being charged federally.
Monthly training included the attendance of A/Captain Jason Howe to
MSU’s Police Staff and Command training. This training is an intensive
managerial preparation course, designed for police administrators to
hone in on their leadership and administrative skills. An attorney from
the Prosecutors Association of Michigan came to the department and
provided an update to the newly enacted medical marijuana law, for the
state. Three members of the agency were able to attend a 3-day seminar
presented by Concerns of Police Survivors (COPS), titled “Traumas of Law
Enforcement”. This course provided invaluable information in preparing
for the potential tragedy of losing an officer in the line of duty, and
what can be done to support the surviving family members in the
aftermath. Much information was brought back to the agency and shared
with all members.
The Honor Guard participated in two events as part of the Kent Metro
team. One member participated in a color guard for the opening ceremony
of the MACP conference at the Amway Hotel. The second was also a color
guard assignment where the colors were carried for the start of a
Griffins hockey game celebrating law enforcement recognition.
