WALKER CITY COMMISSION MEETING MINUTES
CITY COMMISSION CHAMBERS

COMMITTEE OF THE WHOLE MEETING:
Mayor Robert Ver Heulen called the Committee of the Whole Meeting to
order at 7:00 PM.
City Manager Vander Meulen introduced Paul Beebe, Executive Director
of Senior Meals on Wheels. Mr. Beebe spoke on the growing need for home
delivery meals. Pantry needs have increased; they have over 500 new
clients. They recently hired a new Nutritional Director and new Food
Service Director. They are looking to expand to a larger facility; they
are looking at Walker as a possibility.
Public Hearing for Betz Industries:
Motion by Commissioner Parent, seconded by Commissioner Holt, to open
the Public Hearing. Motion carried. Mr. Betz stated Betz Industries is
investing 6 million into their facility and they plan to hire six new
employees. Motion by Commissioner Deschaine, seconded by Commissioner
Kent, to closed the Public Hearing. Motion carried.
Assistant City Manager discussed the Personnel Manual amendments, and
the new Employee Benevolent Fund policy.
City Engineer, Scott Conners spoke about the Center Drive Turn Lane
Extension.
REGULAR COMMISSION MEETING
Mayor Ver Heulen called the meeting to order at 8:00 PM.
Commissioner Steve Versluis gave the invocation.
City Clerk called the roll.
Present: Mayor Ver Heulen Commissioners: Al Parent, Dan Kent, Barb
Holt, Chuck Deschaine
Cyndy Stek, and Steve Versluis..
Also present was City Manager Cathy Vander Meulen and Assistant City
Manager Darrel Schmalzel.
Motion by Commissioner Holt, seconded by Commissioner Kent, to
approve the City Commission minutes of March 9, 2009. Motion carried.
Motion by Commissioner Parent, seconded by Commissioner Versluis, to
approve the Commission/Staff minutes of March 16, 2009. Motion carried.
PUBLIC COMMENT: None
Motion by Commissioner Deschaine, seconded by Commissioner Kent, to
approve the expenditures in the amount of $568,368.83. Motion carried.
Motion by Commissioner Versluis, seconded by Commissioner Parent, to
approve the Personnel manual amendments. Motion carried.
Motion by Commissioner Parent, seconded by Commissioner Deschaine, to
approve MDOT Center Drive Turn Lane Extension Contract. The City
Commission approved the Mayor and City Clerk to sign the agreement.
Motion carried.
Jessica Wood, Law, Weathers and Assoc., spoke in regards to the
Special Assessment procedures and explained the process. The first three
resolutions are on the agenda tonight, and the Public Notices will be
mailed on Tuesday.
Motion by Commissioner Kent, seconded by Commissioner Stek, to
approve Resolution 09-74 for Gypsy Moth Suppression Program Special
Assessment. Motion carried.
Motion by Commissioner Parent, seconded by Commissioner Holt, to
approve Resolution 09-75 for Gypsy Moth Suppression Program Special
Assessment. Motion carried.
Motion by Commissioner Kent, seconded by Commissioner Stek, to
approve Resolution 09-76 for Gypsy Moth Suppression Program Special
Assessment. Motion carried.
Motion by Commissioner Holt, seconded by Commissioner Deschaine, to
approve Resolution 09-77 for Certification of Bristol Ridge Drive
addition of 279 feet into Public Road System. Motion carried.
Motion by Commissioner Versluis, seconded by Commissioner Deschaine,
to approve Resolution 09-78 Industrial Facilities Exemption Certificate
for Betz Industries. Motion carried.
Motion by Commissioner Kent, seconded by Commissioner Versluis, to
approve second reading of PR 09-475. Motion carried.
Motion by Commissioner Holt, seconded by Commissioner Stek, to
approve second reading of Ordinance 09-569. Motion carried.
Motion by Commissioner Deschaine, seconded by Commissioner Parent, to
approve second reading of Ordinance 09-570. Motion carried.
Motion by Commissioner Holt, seconded by Commissioner Parent, to
approve first reading of 09-571. Motion carried.
Commissioner Parent stated the Community Relations Banquet will be
held on May 18, 2009 at 6:30 pm.
Motion by Commissioner Kent, seconded by Commissioner Holt, to
adjourn the meeting.
Meting adjourned at 8:40 PM.
