WALKER CITY COMMISSION MEETING MINUTES
CITY COMMISSION CHAMBERS

APRIL 13, 2009
COMMITTEE OF THE WHOLE MEETING:
Mayor Robert Ver Heulen called the Committee of the Whole Meeting to
order at 7:00 PM.
Festival Chair, Roxanne Deschaine reviewed the Festival contracts for
the summer festival.
The Commission will be reviewing them for approval at the Commission
meeting tonight.
Public Hearing for Gypsy Moth Suppression Program:
Motion by Commissioner Deschaine, seconded by Commissioner Holt, to
open the Public Hearing. City Manager Vander Meulen reviewed the Gypsy
Moth Suppression Program. Brian Kroll from Aquatic Consulting also
answered questions from the residents. Motion by Commissioner Versluis,
seconded by Commissioner Parent, to close the Public Hearing. Motion
carried.
PUBLIC COMMENT:
Keith Sutorp, 1245 Glenaire, spoke of positive results from the 1990
spraying, and looks forward to this spraying as well.
John Sartor, 3917 Hall St, Question: What dictates when the spraying
is done? Mr. Kroll stated, when 50% of the leaves are on the tree. The
spraying is usually done in the 3rd or 4th week of
May.
Jessica Wood; Law, Weathers and Assoc., spoke in regards to the
Special Assessment procedures and explained the process. The next
Special Assessment Public Hearing will be at 7:00 pm on April 27th.
Sue Wyngaarden; Varnum, Riddering, Schmidt, Howlett LLP spoke in
regards to the Walker-Riverbend Area Water Special Assessment District
No. 198. Kentwood Excavating was awarded the contract as the lowest
bidder in the amount of $561,697.00. The Special Assessment Public
Hearing will be at 7:30 pm on April 27th.
REGULAR COMMISSION MEETING
Mayor Ver Heulen called the meeting to order at 8:00 PM.
Commissioner Cyndy Stek gave the invocation.
City Clerk called the roll.
Present: Mayor Ver Heulen Commissioners: Al Parent, Dan Kent, Barb
Holt, Chuck Deschaine
Cyndy Stek, and Steve Versluis. Also present was City Manager Cathy
Vander Meulen.
Motion by Commissioner Kent, seconded by Commissioner Parent, to
approve the City Commission minutes of March 23, 2009. Motion carried.
PUBLIC COMMENT: None
Motion by Commissioner Deschaine, seconded by Commissioner Kent, to
approve the expenditures in the amount of $520,261.69. Motion carried.
Motion by Commissioner Stek, seconded by Commissioner Kent, to
approve the Walker-Lowell Dispatch Service Agreement. Motion carried.
Motion by Commissioner Kent, seconded by Commissioner Parent to
approve the City Festival agreement with Walker Ambucs. Commissioner
Stek voted no, due to the hospitality tent serving alcohol. Motion
carried 6-1.
Motion by Commissioner Deschaine, seconded by Commissioner Versluis,
to approve the Kramer Entertainment, Melrose Pyrotechnics, On Stage, and
3 on 3 Basketball agreements. Motion carried.
Motion by Commissioner Stek, seconded by Commissioner Versluis to
approve Resolution
09-79 for Gypsy Moth Suppression Program Special Assessment. Motion
carried.
Motion by Commissioner Stek, seconded by Commissioner Parent, to
approve Resolution 09-80 for Gypsy Moth Suppression Program Special
Assessment. Motion carried.

Special Assessment procedures and explained the process.
Motion by Commissioner Stek, seconded by Commissioner Parent, to
approve Resolution 09-81 Directing Preparation of Roll, Conditional
Award of Contract for Walker-Riverbend Area Special Assessment District
No. 198. Motion carried.
Motion by Commissioner Versluis, seconded by Commissioner Kent, to
approve Resolution
09-82 Accepting Special Assessment Roll Fix Date of Hearing on Roll
for Walker-Riverbend Area Water Special Assessment District No. 198.
Motion carried.
Motion by Commissioner Deschaine, seconded by Commissioner Holt, to
approve second reading of Ordinance 09-571. Motion carried.
Motion by Commissioner Kent, seconded by Commissioner Parent, to
adjourn the meeting.
Meeting adjourned at 8:10 PM.
