WALKER CITY COMMISSION MEETING MINUTES
CITY COMMISSION CHAMBERS

June 8, 2009

COMMITTEE OF THE WHOLE MEETING:

Mayor Robert Ver Heulen called the Committee of the Whole Meeting to order at 7:00 PM.

Public Hearing for City of Walker Fiscal Year Budget for 2009/2010

Motion by Commissioner Holt, seconded by Commissioner Parent, to open Public Hearing. Motion carried.

City Manager Vander Meulen reviewed the budget report.

Revenues expected to decrease approximately $330,000 over 2008/2009 original budget.

General fund budget expenditures projected to decrease 6% over 2008/09 expenditures

Approximately $797,656 in cuts including personnel adjustments, that consist of reduced/adjusted staffing, and wage freeze for all non-union city employees.

Projected deficit of approximately $287,000 will be covered by using available fund balance. We have reduced the need to use fund balance by over $660,000 as compared to the 2008/09 budget. Ending fund balance as of June, 2010 is expected to be $2,339,886 representing 17.62% of general fund expenditures. (Approximately 3 months).

Proactive City Responses:

Reducing allocation to capital improvement projects.

Vehicle fleet reductions/resulting in more efficient use of fuel and reduced maintenance costs.

Phased approach to planning capital projects

Finding ways to continue special events (Parade (was sponsored by Keller and the Downtown Development Association), Clean-Up Days, and Festival) without the use of general fund support. The Festival is currently self-funded by local company donations.

Seeking out favorable alternative financing options (installment purchase agreements and bonding for infrastructure projects. City maintains excellent credit rating of AA- for 2009).

Continued use of road asset management system, provides the ability to allocate limited road maintenance dollars more effectively.

Created community development department to improve services and create a more efficient use of the staff.

Moving forward to combine WIFC and recreation department to achieve objectives noted above.

Exploring options for police dispatch services.

Motion by Commissioner Parent, seconded by Commissioner Versluis, to close the Public Hearing. Motion carried.

 

PUBLIC COMMENT:

Commissioner Holt commented that there will be more reductions coming from the State and Federal levels. We will have to look at more grant options.

Commissioner Kent stated the Finance Committee will need to monitor this on a monthly basis.

Commissioner Deschaine, thanked the Finance Director, City Manager, Assistant City Manager and the Commission for their hard work in putting this budget together.

Motion by Commissioner Deschaine, seconded by Commissioner Kent, to close the Public Hearing. Motion carried.

REGULAR COMMISSION MEETING

Mayor Ver Heulen called the meeting to order at 8:00 PM

Commissioner Deschaine gave the invocation, and City Clerk called the roll.

Present: Mayor Ver Heulen, Commissioners: Kent, Parent, Holt, Deschaine, and Versluis.

Absent: Commissioner Stek, Also present was City Manager Vander Meulen.

Motion by Commissioner Deschaine, seconded by Commissioner Holt, to approve the City Commission minutes of June 1, 2009. Motion carried.

PUBLIC COMMENT:

Walker Resident commented on budget.

Motion by Commissioner Kent, seconded by Commissioner Parent, to approve the expenditures in the amount of $899,125.04. Motion carried.

Motion by Commissioner Parent, seconded by Commissioner Versluis, to approve MDOT Contract for 3 Mile Road Resurfacing. Motion carried.

Motion by Commissioner Versluis, seconded by Commissioner Deschaine, to approve MDOT Contract for Veterans Drive. Motion carried.

Motion by Commissioner Kent, seconded by Commissioner Holt, to table Resolution 09-92 until the June 22nd Commission Meeting. Motion carried.

Motion by Commissioner Kent, seconded by Commissioner Parent, to approve Resolution 09-93 for City of Walker Budget Approval for Fiscal Year 2009/2010.

 

Motion by Commissioner Kent, seconded by Commissioner Parent, to adjourn the meeting. Motion carried. Meeting adjourned at 8:40 pm.
