WALKER CITY COMMISSION MEETING MINUTES
CITY COMMISSION CHAMBERS

June 22, 2009

COMMITTEE OF THE WHOLE MEETING:

Mayor Robert Ver Heulen called the Committee of the Whole Meeting to order at 7:00 PM.

Martha Smart, Jane Seitz and Denise Van Eck presented the Kent District Library yearly report.

Roger Sabine, Director of Kent County Parks has an update on Millennium Park.

REGULAR COMMISSION MEETING

Mayor Ver Heulen called the meeting to order at 8:00 PM

Commissioner Versluis gave the invocation, and City Clerk called the roll.

Present: Mayor Ver Heulen, Commissioners: Parent, Holt, Deschaine, and Versluis.

Absent: Commissioner Stek, and Kent, Also present was City Manager Vander Meulen and Assistant City Manager Schmalzel.

Motion by Commissioner Parent, seconded by Commissioner Holt, to approve the City Commission minutes of June 8, 2009. Motion carried 5-0.

PUBLIC COMMENT: None

Public Hearing for Northridge Drive East Precise Plat Zoning Ordinance

Motion by Commissioner Deschaine, seconded by Commissioner Holt, to open Public Hearing for Northridge Drive East Precise Plat Zoning Ordinance. Motion carried 5-0.

Frank Wash, Planning Director, gave an update on this property.

Motion by Commissioner Parent, seconded by Commissioner Versluis, to close the Public Hearing. Motion carried 5-0.

Motion by Commissioner Deschaine, seconded by Commissioner Versluis, to approve the expenditures in the amount of $372,497.30. Motion carried 5-0.

Motion by Commissioner Parent, seconded by Commissioner Holt, to remove Resolution 09-92 from the table. Motion carried 5-0.

Frank Wash, Planning Director, reviewed the Summerbrooke Estates Tentative Preliminary Plat.

The Planning Commission had agreed with the Engineering Department to place a bike trail stub between lot 7 and 8, vs. the south end of lot 37. After lengthy discussion, Commissioner Deschaine asked the developer to consider putting the trail stub at the end of Phase I which would be on the North end of lot 34. The Commission and developer agreed to this. The agreement is that the developer will give the City of Walker a 28’ easement for the trail stub and the City will pay for the installation and maintenance of the trail stub. The City will also consider other options such as grants for building the trail stub.

Motion by Commissioner Deschaine, seconded by Commissioner Holt, to approve Resolution 09-92 for Summerbrooke Estates Tentative Preliminary Plat. Motion carried 5-0.

City Manager Vander Meulen stated that January 1, 2009 the legislation was changed to allow larger Tool & Die companies to apply for a Tool & Die Recovery Zone. Walker Tool & Die Inc. is asking for approval from the City of Walker to consent to a Tool & Die Recovery Zone for 15 years.

Motion by Commissioner Deschaine, seconded by Commissioner Holt, to approve Resolution 09-94 for a Tool & Die Recovery Zone for Walker Tool & Die Inc. Motion carried 5-0.

Motion by Commissioner Versluis, seconded by Commissioner Parent, to approve Resolution 09-95 Adjusting Interest Rate on Special Assessment District #198. Motion carried 5-0.

Motion by Commissioner Holt, seconded by Commissioner Parent, to approve Resolution 09-96 for Certification of Delinquent Special Assessments by the City Treasurer. Motion carried 5-0.

Motion by Commissioner Parent, seconded by Commissioner Holt, to approve Resolution 09-97 to Decertify W. Elm Street and Fernhill Drive. Motion carried. 5-0.

Motion by Commissioner Versluis, seconded by Commissioner Parent, to approve Resolution 09-98 to Amend he Act 51 Inventory to include a portion of Veterans Memorial Drive. Motion carried 5-0.

Motion by Commissioner Versluis, seconded by Commissioner Holt, to approve First Reading of ORD 09-573 for the Standale Downtown District Zoning Ordinance. Motion carried 5-0.

Motion by Commissioner parent, seconded by Commissioner Deschaine, to approve First Reading of ORD 09-574 for North Ridge Drive East Precise Plat Zoning Ordinance. Motion carried 5-0.

Mayor / Commissioner Comments:

Commissioner Deschaine mentioned there are residents complaining about the tall grass not being mowed at the previous Big Boy location.

Mayor VerHeulen stated a realtor has acquired properties in Chesterfield Hills area but they are not maintaining the lawns.

Motion by Commissioner Parent, seconded by Commissioner Holt, to adjourn the meeting. Motion carried. Meeting adjourned at 10:00 pm.
