Special Commission Meeting
Tuesday, September 1, 2009
5:00 PM
Mayor VerHeulen called the meeting to order at 5:00 p.m.
Present: Mayor VerHeulen, Commissioners: Parent, Kent, Deschaine,
Holt and Versluis.
Absent: Commissioner Stek
Also Present: City Manager Vander Meulen, Assistant City Manager
Schmalzel, Cindy Mielke, Dan Devries, and Julie Blok.
This Special Commission Meeting was held to review the 2008/2009
Fiscal year end balance. With the decline in income tax revenue of
$448,000 and various other revenue reductions as a result of less than
anticipated revenue sharing and permit fees. With this said, the
2008/2009 budget year will require an additional $100,000 from fund
balance to balance the budget.
For the 2009/2010 fiscal year we have some positive expense
reductions for the year. Walker Ice & Fitness Center has had its best
year ever. WIFC will be able to contribute $40,000 toward this year’s
bond payment, and payoff a new equipment lease early to save on interest
cost.
Healthcare Update: Cathy and Cindy have been working directly with
Priority Health, resulting in the elimination of our third party
administrator. This will save the City approximately 2% on the rate
increase. In addition we are considering switching to a plan with a
higher deductible for additional savings.
Discussion was held to consider revising the scope of the 3
Mile/Indian Mill Creek Bridge Project and the resurfacing of 3 Mile Road
from Bristol to Cornelia. The City of Walker has received two grants to
help with the Indian Mill Creek Bridge replacement and the
reconstruction and widening of the existing railroad bridge. However the
grant money does not cover the full cost of the project, and the City
would have to take a 15 year bond out to cover the additional cost.
The Commission agreed to eliminate 3 Mile Road widening – Indian Mill
Creek West to Elmridge Drive. This would have been a 100% cost to the
City of Walker.
The Commission agreed to eliminate 3 Mile Road widening – RR Bridge
East to Walker Avenue. This would have been a 100% cost to the City of
Walker.
