MINERAL MINING REVIEW BOARD
Tuesday, February 13, 2007
3:00 p.m.
The meeting of the Mineral Mining Board of Review was called to order
by Steve Versluis, Chairman at 3:00 p.m. at City Hall, 4243 Remembrance
Rd., N.W., Walker, Michigan.
Members present: Steve Versluis, Chairman; Frank Wash; Scott Conners;
Mark Koning; and Bonnie Broadwater. Also present: Jeff Nelson, Building
Dept.; Tim McGladdery, Building Dept.; and Bonnie Antcliff, Recording
Secretary.
DECISION AND ORDER
Meekhof’s Lakeside Dock has requested approval for a Mineral Mining
license.
Legal Description
Property located at 2325 Butterworth, SW and 2204 O’Brien, SW also
known on the tax rolls as 41-13-34-300-016 & 41-13-34-100-018.
Applicant & Meekhof’s Lakeside Dock Owner: Same

Finding of Facts
Doug Meekhof stated that there has not been any real activitiy in
this pit this year. He stated we were working with Dan Shimmel last year
at his pit at the Mines Golf Course. He then pointed out the site plan
with explanations. A new road was put in. We moved all of our business
last year to the Mines Golf Course.
Jeff Nelson stated that the we had six conditions from last year. One
was that the fence certification be provided and it was. Another was to
adjust contours at the SE corner of the property, revised plan by March
1 showing 30 ft. setbacks and we do have that. Soil erosion contours be
put on the plan and the Board was to meet on the site 6 weeks after the
revised plan was submitted in the spring. We do have the fence
certification and the bond.
Bonnie Broadwater stated that we did receive a revised soil erosion
contour plan with more detail on it. There have been no complaints about
tracking on this site.
Scott Conners commented that on the east end of the site, the
reclamation contours are dramatically different from the existing
contours as they meet with what is over in the city of Grand Rapids
specifically at the 662 contour.
Doug Meekhof replied that we do own that and it is in the city of
Grand Rapids.
Scott Conners stated that he would like to see us get a reclamation
plan for that one so that we know you are matching up to something. The
active faces around the new haul road, do they have the appropriate
fencing there?
Doug Meekhof replied that the fences are up.
Frank Wash asked what kind of fill is being brought into the site?
Doug Meekhof replied it is inert fill, clay and no concrete or
asphalt.
Scott Conners asked if there was any end use for this site?
Mr. Meekhof replied not yet but we want it to look nice. It is all
undermined so no buildings will go in there.
No citizen appeared with respect to this application.
Motion
Scott Conners moved and Mark Koning supported the motion to grant the
Mineral Mining license for 2325 Butterworth until February 28, 2008.
The Board imposed the following conditions:
Reclamation contours be provided for the property to the east
which will meet the reclamation contours from cell #4.
Certification that all fences are up on all active mine faces.
Motion carried 5 to 0.
DECISION AND ORDER
Meekhof’s Lakeside Dock has requested approval for a Mineral Mining
license.

Property located at 2471 Butterworth and 2468 & 2472 O’Brien also

Finding of Facts
Doug Meekhof stated we have an agreement with Shoemakers to let them
come across the property line and the floor of the final contours are on
our property. Between our property and Flossie’s, the contours all line
up. Phase 1 is done and we are now working on Phase 2. There was not a
lot of activity here in the past year.
Jeff Nelson stated that we have the fence certification for this
site. The conditions were to preserve a 30 ft. setback and buffer around
parcel 41-13-33-200-010, modify the grades at the southeast corner of
the site unless they want to modify grades on the plan to deal with the
firing range. They did obtain a soil erosion permit.
Doug Meekhof replied that we talked about the firing range last year
but we have not moved anything in the past year. We can probably put
that off for another year as not much activity will take place here this
coming year as we are going to be working at the Mines Golf Course.
Bonnie Broadwater stated there were no concerns at this site.
No other citizen appeared with respect to this application.
Scott Conners stated he was concerned about the reclamation contours
on the Oliver property. The contours are so much lower than the existing
and that there is a 72 ft. difference on the northwest corner where
there is a proposed grade of 668 and underneath it you have existing
elevations down around 740. We have the coordination with the
neighboring property owner. There are big proposed changes there and
there is a note that says you will coordinate with Pat Goodale but we
would like to see that we get something better than that if that is
truly going to be your reclamation contour.
Doug Meekhof replied we are still planning on taking that out of
there.
Scott Conners stated that we need to get something to show us what
those contours are suppose to be on the neighboring property because
there is a tremendous difference there.
Doug Meekhof replied that we hope to come to an agreement with Pat
Goodale to work this out soon.
Scott Conners replied you have to, because we cannot let you work in
Phase 2 if there is going to be a 72 ft. ledge.
Dave Meekhof stated that Goodale is going to have control of that in
August. Shoemaker will be out then and that is what Goodale is waiting
for.
Scott Conners replied how about we say you should stay out of Phase 2
until you have something worked out there?
Mr. Meekhof stated that when we closed down the Mines last fall, we
went back there and that is why you see some activity there. There is a
portion that looks like there was a lot of disturbance but that was
Goodale’s deal with the person that has the oil well on Shoemaker’s
property. Everything will change in August when Goodale will be the
complete owner. He will own the sand and the property.
Motion
Scott Conners moved and Frank Wash supported the motion to approve
the mineral mining license for 2471 Butterworth, and 2468 & 2472 O’Brien
until February 28, 2008.
The Board imposed the following condition:
1. The reclamation plan for the Goodale property to the west be
provided or no activity in cell #2 north of the existing oil well for
the current mining year.
Motion carried 5 to 0.

Cordes Trenching has requested approval for a Mineral Mining license.

Finding of Facts
Brad Meyers , Meyers Bueche & Nies stated he is representing Cordes
Trenching. There has not been a lot of activity here. He felt that
probably 40,000 to 50,000 yards have been taken out here. They are
working on ingress and egress for a haul road. The spoil piles will be
sloped down. The roadway has been staked to make sure that he was not
undercut. The sand has pretty much matched the borings.
Jeff Nelson stated that there were several stipulations from last
year but they all relate to when they actually start mining.
Bonnie Broadwater stated that there were some minor tracking issues
but they were taken care of in a timely manner. There were some concerns
about undercutting but the survey shows they were within the acceptable
threshold.
Mark Koning stated that when there were tracking issues here they
responded each time. He went on to say that he would like to see the
clean up in the roadway to be done with some type of mechanical or
vacuum and no kick off allowed in the street. He asked how close are you
to getting the driveway installed and how much time do you need?
Mr. Meyers responded that the driveway opening onto the road is
complete. The curb, gutter, and sidewalk is in. They have paved about 30
ft. past the sidewalk and they will have another 200 ft. yet to be
paved. Sometime this spring into summer that should be complete. The 300
ft. paved driveway will be done soon. The road needs to be built to get
back in there and sloped.
Scott Conners stated that he felt they should be required to have
that paved by July 1, 2007.
Jeff Nelson stated that one of the stipulations from last year was
that a sign should be at the entrance stating the hours of operation and
trucking to the west only and he felt that should be in by July 1 also.
Scott Conners asked if we got a letter from Dean Boiler about the do
not disturb area?
Mr. Meyers presented the letter to the Board.
No citizen appeared with respect to this application.
Frank Wash stated that when you are getting toward the subdivision on
Walker Woods Ct. we want to let you know that one on five slope is a
working slope. You are not going to cut in and then backfill that slope
to make it a one on five.
Mr. Meyers replied that Mr. Cordes is going to want to remove as much
sand as he can and then fill but there is a scenario where he can remove
the sand and fill it right back in. It is not going to be stripped and
then a year later take care of it.
Motion
Mark Koning moved and Bonnie Broadwater supported the motion to
approve the Mineral Mining license for 2605 Bristol until February 28,
2008.
The Board imposed the following conditions:
Mechanical or vacuum sweeping to be done in the City
right-of-way only—no kick off brooms.
The haul road to be paved by July 1, 2007.
Sign installation by July 1, 2007.
Grading along the south portion of Phase 1 to a maximum of one
on three slope with restoration to a one on five slope.

Bonnie Broadwater moved and Frank Wash supported the motion to
approve the Mineral Mining minutes of February 6, 2007.

Frank Wash moved and Scott Conners supported the motion to adjourn
the Mineral Mining meeting at 3:55 p.m.
