Sewer and Water Rate Information

The City of Grand Rapids recently completed a preliminary utility rate study for all customer communities, including the City of Walker. The study utilizes a detailed rate setting methodology to determine rates for each community serviced by the City of Grand Rapids water and sewer system. The yearly rate study is reviewed by each customer community and is approved by the City of Grand Rapids City Commission. A public hearing is held each year to provide the public with the opportunity to ask questions and voice concerns about the rates.

Effective January 1, 2010, Walker rate payers should expect rates to increase an average of 9.93% for water and 17.31% for sewer.

A great portion of the increase for water can be attributed to a marked decrease in billed volume in fiscal year 2009. The decrease in billed volume is a direct result of the slowdown in the economy, including home foreclosures, manufacturing slowdowns, and business closings. In addition, the increase in water rates reflects increases for supplies at the Lake Michigan water plant and Phase 1 of the south Walker water main extension.

On the sewer side, the increased rates reflect increases due to extensive sewer cleaning and maintenance, an increase in sewer claims due to the wet weather, as well as a marked decrease in sewer connection fees and billed volume.

All of the above have prompted the City of Grand Rapids and its’ customer communities to form a rate review committee to review options to explore a possible rate smoothing program that may help to avoid the higher than average spikes and increases in our residents yearly utility bills. The City of Walker will have direct representation on this committee.
